Early Challenges
Early Challenges
There are several potential challenges and issues that can arise at the beginning of a hotel project when planning the procurement of Operating Supplies and Equipment (OS&E). Addressing these using an efficient Master-list Excel Package will help avoid these issues proactively, ensuring a smooth and cost-effective procurement process, as well as a successful hotel opening. Some of these issues include:
- Inaccurate Quantity Estimates: Without precise calculations, there is a risk of over-purchasing or under-purchasing, leading to unnecessary costs or operational delays during the hotel’s opening.
- Omission of Critical Items: Failing to identify and include essential items in the procurement scope can result in last-minute purchases, budget overruns, and disruptions to the hotel’s launch timeline.
- Duplication of Quantities Across Scopes: Double-counting items in different procurement categories can inflate costs and create inventory management challenges, impacting both budget and storage efficiency.
- Procurement Process for OS&E Quantities (BOQs):
Quantities are initially calculated by the respective hotel departments to ensure alignment with operational needs. These quantities must then be meticulously organized and grouped by supplier to create comprehensive and accurate bid packages.
Potential Issues if Not Done Properly:
- Inefficient Bidding Process: Without proper sorting, suppliers may receive incomplete or unclear bid packages, leading to inaccurate quotes and delays in the procurement timeline.
- Increased Costs: Disorganized quantities can result in duplicated efforts, missed items, or incorrect orders, driving up costs and creating budget overruns.
- Operational Delays: Inaccurate or poorly structured bid packages can delay the procurement process, impacting the hotel’s opening schedule and readiness.
- Lack of detailed specifications: One of the key challenges in procuring OS&E is ensuring that the items selected meet the hotel’s specific needs and requirements. Without clear and detailed specifications, it can be difficult to ensure that the products selected are of the right quality and will meet guest expectations.
5. Lead times: Many OS&E items have long lead times, which can make it challenging to coordinate delivery and installation schedules to ensure that the hotel is ready to open on time. This is especially true for custom or bespoke items, which may require longer lead times than off-the-shelf products.
6. Budget constraints: OS&E procurement can be a major expense for a hotel project, and it is important to manage costs carefully to avoid overspending or delays. However, balancing cost considerations with the need to provide high-quality and guest-friendly amenities can be a challenge.
7. Supplier selection: Finding reliable suppliers who can provide the required OS&E items at a reasonable cost can be a challenge, especially in regions where supply chains are less developed. It may be necessary to work with local or regional suppliers to ensure timely delivery and installation of items.
8. Coordination with other project activities: A differentiation schedule by bid package is essential to coordinate procurement activities with other project activities, such as construction, operations and design, to ensure that everything is completed on time and within budget.
9. Overall, effective early planning and coordination are key to ensuring a smooth procurement process for OS&E in a hotel project, and it is important to work with experienced suppliers and project managers to manage the various challenges and issues that can arise.
.
Don’t !
Don’t underestimate the work involved in preparing accurate OS&E master lists and standards for hotel projects
Don’t underestimate the value and complexity of equipment (OS&E) required for a new luxury project.

Procurement Principles - Typical
Purchasing Principles Typical
General Principles
-
- Products sourced are of good quality, safe, durable, easy to use and maintain and offer value for money.
- The ‘Procurement Due Diligence‘ process is finalised at the pre-tender and tender stage. This includes: analysis of suppliers’ financial position; review of suppliers’ environmental policy; risk assessment and protection; confirm suppliers’ proven history of projects; confirm suppliers’ commitment to quality including 3rd party certificates; establish suppliers’ test certificates; factory visit if required by Client; ensure products conform to hotel standards including- fire, safety, electrical, food, other, local standards; agree warranty terms and payment terms; other information which will be required includes-installation and maintenance service, references, geographical coverage, lead time, currency terms; confirm contract law.
- Obtain “best value” products through the planned and skillful management of procurement and supply chains.
- Source from reliable and recognised suppliers and wherever possible. Use suppliers that are often registered under ISO 9001:2000.
- Suppliers and manufacturer and their products must conform to the policies- Purchasing Principles, Supplier/Product Criteria, Ethical Policy, Green Policy, Quality Criteria.
- The procurement process is often based upon a partnering approach in which both the buyer and the supplier seek to gain maximum mutual advantage through successful relationships and continuous improvement.
- The following should be consulted with hotel operations, as they are the users, to ensure that the appropriate equipment is purchased. Consult with Designer and external consultants like kitchen, electrical, plumbing where appropriate.
- Equipment should be sourced through competitive tender unless there are good reasons to the contrary.
- Maximise purchasing power to harness economies of scale.
- Use local suppliers if they are competitive.
- Seek to develop the supplier base in order to harness economies of scale and promote the development of a partnership approach.
- Consider the impact on the environment and the local economy as important criteria in any procurement process providing that neither prejudices service delivery.
- Consider sustainability as an important criterion in any procurement providing that the availability does not prejudice service delivery.
- Ensure equal opportunities in the procurement process as an important part of the Procurement Policy.
- Review suppliers regularly to confirm their continued adequacy and to measure performance.
Rules and Best Practice
-
- The framework of rules for procurement are those determined by UK law or equivalent.
- The conduct standards are to the highest standards of honesty, integrity, impartiality and objectivity.
- Wherever requested, unsuccessful applicants should be provided with the reasons why and unsuccessful bidders will be given feedback.
- In appointing suppliers, appraise all valid offers received and seek an appropriate balance between cost and quality evaluation.
- In managing procurement processes it is required that: Records and procedures are set out, decisions are recorded and clear audit trails exist in order to ensure openness, propriety and probity.
- Resources relating to procurement should be kept under review as part of the Best Value cycle and the use of electronic and other means to reduce acquisition and transition costs will be encouraged.
- Payment terms are agreed between the suppliers and the client.

Product Criteria
Luxury Product Selection Criteria

I offer guidance on product standards to assist the Client in their tender process. These complement any preferred products the Client may already be considering. When selecting products for a luxury hotel, our goal is to ensure an exceptional and refined guest experience. Suppliers must adhere to the following key product criteria. It is the responsibility of the Client to ensure these criteria are upheld during the tender process:
1. Products Conform to Relevant International and National Standards with Certification
Products should comply with all relevant international, national, and local standards—particularly in the areas of quality, electrical safety, fire resistance, food hygiene, and sustainability.
Certifications such as CE, ISO, or LEED should be documented where applicable.
2. Premium Quality Durability Daily Hotel Use
Products must be constructed from high-grade materials and demonstrate long-term durability. They should maintain their aesthetic appeal and functionality through frequent use and cleaning.
3. Comfort Functionality Easy to Use & Maintain
All products should be ergonomically designed, intuitive to use, and easy to maintain.
Examples include user-friendly lighting controls, smart in-room systems, high-thread-count bed linens, and comfortably proportioned furnishings.
4. Competitive pricing with reliable supply
5. References from reputable luxury hotel brands
6. Warranty and After-sales Support:
Clear warranty terms, local service support, and spare parts availability are essential for operational continuity.
7. Timeless and Elegant Design
Products should feature a sophisticated, timeless design that complements the hotel’s interior concept and brand identity.
Customization options—particularly for high-visibility items such as amenity trays or signage—are highly valued.
8. Sustainability and Ethical Sourcing
Products should be environmentally responsible and sourced from brands with proven sustainability credentials.
Preference is given to items that are recyclable, reusable, made with low-impact materials, and ethically manufactured.
9. Brand Reputation and Exclusivity
Suppliers should offer well-regarded and often exclusive luxury brands known for their quality, reliability, and status.
Products should support the hotel’s aspirational positioning and sense of distinction.
10. Health, Safety, and Hygiene Compliance
All products must comply with applicable health, fire, and safety regulations.
They should be non-toxic, easy to sanitize, and CE-certified or equivalent, with documented compliance across hygiene, fire resistance, and sustainability standards.
12. Innovative Features and Technology Integration
Products with unique features, design innovations, or integrated technology that enhance guest experience are preferred.
This could include app-connected devices, touchless controls, or multi-functional furniture.
13. Consistency in Presentation and Maintenance
A uniform aesthetic should be maintained across all areas of the hotel.
Products must be easy to clean and service, with readily available spare parts and support.
14. Buyer Due Diligence and Pre-Tender Qualification
Procurement teams will undertake rigorous due diligence, including quality assessments, mock-ups, and performance testing where relevant.
A structured pre-tender qualification process should be followed for high-value or critical-path items.
15. Supplier Pre-Qualification and References
Suppliers will be vetted for reliability, production capacity, and service quality. Before tendering they must meet final pre-qualification requirements. See ‘Suppliers Pre-Qualify – Get Started Suppliers ‘ page.
They should provide verified references from international luxury hotel operators and evidence of past project performance.
Additional Criteria
Lead Time and Logistics: Products should be available within required timelines and supported by reliable logistics and after-sales service.
Cost-Value Ratio: While luxury items are premium-priced, their cost should be justified by long-term performance, guest impact, and brand alignment.
Cultural Relevance and Local Influence: Where appropriate, products should reflect local culture or craftsmanship, enhancing authenticity and guest connection.
Digital Guest Interaction: For in-room products, consider how well they integrate with digital guest platforms (e.g., mobile room control, digital concierge, etc.).
By following these comprehensive criteria, luxury hotels can ensure their product selections contribute meaningfully to a cohesive, memorable, and high-end guest experience.
