Guidance on Procuring Engineering Tools for a Hotel Project

Quick Checklist

  • Validate final staffing numbers and roles with operator
  • Confirm types and quantity of tools per job function
  • Align procurement with local safety standards and certifications
  • Include lockable tool storage cabinets in the BOH area
  • Schedule tool delivery post-fit-out but pre-opening
  • Maintain a tool tracking/inventory sheet for handover

1. Objective
Equip the Engineering/Maintenance department with the tools and equipment necessary for day-to-day operations, preventive maintenance, and emergency repairs across all technical systems in the hotel.

2. Scope Definition
🔹 In-Scope (OS&E) Engineering Tools
These are typically portable or consumable items used after handover:
Hand tools (screwdrivers, hammers, wrenches, pliers)
Power tools (drills, impact drivers, heat guns)
Meters and testers (multimeters, clamp meters, IR thermometers)
Ladders and step stools
Pipe wrenches and plumbing tools
Electrical tools (wire strippers, testers)
Measuring tools (tape measures, spirit levels, calipers)
Sealants, lubricants, tapes
Lockout/tagout kits
PPE (goggles, gloves, helmets, ear protection)
🔸 Out-of-Scope (Main Contract / Specialist Packages)
These are usually provided by MEP contractors or fall under plant equipment:
Major HVAC service tools
Lifting and rigging equipment
Workshop benches
Large compressors or welding units
Spare parts for installed systems (handled via DLP or maintenance contracts)

3. Categorisation by Hotel Function
Area Tools Required
General Maintenance Toolkits, ladders, portable lights
Electrical Multimeters, cable testers, lockout kits
Plumbing Pipe cutters, sealants, plungers
HVAC Thermometers, refrigerant leak detectors
Painting Brushes, scrapers, touch-up kits
Carpentry Hand saws, drill kits, chisels
Fire Safety Testing poles, signage tools

4. Procurement Strategy
🧰 Tool Kit Standardisation
Specify standardised tool kits by job type or shift (e.g. one per engineer).
Avoid overbuying by using the preliminary staffing guide to estimate quantities.
🛒 Sourcing Options
Consider purchasing from:
Regional industrial tool suppliers (for local service/support)
Hotel OS&E distributors
Brand-name commercial tool lines (e.g. Bosch, Makita, Fluke)
Include maintenance warranties and training (if applicable) for high-tech tools.

5. Local Compliance & Safety
All tools must conform to local safety and electrical standards.
PPE must meet occupational health regulations and local labour codes.
Ensure toolboxes and ladders have non-slip surfaces and load certifications.

6. Coordination and Deliveries
Timing: Tools should be delivered prior to soft opening, after major fit-out and system commissioning.
Storage: Confirm secure back-of-house tool storage rooms (often with lockable cabinets or workbenches).
Labeling & Inventory: Tag tools as hotel assets and maintain an inventory with serial numbers and assigned users (where relevant).

7. Documentation & Training
Ensure tool user manuals are provided.
Confirm if training is needed for power tools or specialist diagnostic devices.
Assign an Engineering Supervisor to oversee tool control and maintenance schedules.
